The Government Accountability Office (GAO) is the only government agency whose mission is criticizing other government agencies.

GAO is an office of Congress, and was formerly known as the General Accounting Office. It investigates government programs at the request of individual members of Congress or Congressional committees and presents its reports to Congress. As implied by its former name, it focuses primarily on how government agencies are spending money, though it does address other issues, such as security, or whether a program is actually effective.
