The Federal Emergency Management Agency (FEMA) is a government agency used for "damage control" in disaster areas. FEMA is currently a division of the Department of Homeland Security.

Hurricane Katrina
In mid 2005 Hurricane Katrina hit New Orleans, destroying a government dam which flooded a majority of the city. FEMA responded slowly and ineffectively. According to FTL, they prevented private charities from entering the city, impeded the Red Cross's efforts, and created a gun ban in the city.
