Latin Explaination
The Free Talk Live Gold AMPlifier Ardeet has suggested that this word may have a latin meaning. They've speculated that the "Coci" part derives from the word coquere, or "to Ripen"- as seen in the word precocious, and the remaining letters of "lend" to the old english word laenen - "to lend".
Thus, it is Ardeet's suggestion it means to "allow oneself to be mature"- So, in the statement it was found in, about getting cocilend licence in Alabama, it would seem he was presenting a comparison between allowing oneself to be mature and taking responsibility for our own lives.
Free-Marketeer
Another Theory, surmised by Free Talker Wille, was that it is a synonym for Free Marketeer that cannot be spelt M-I-C-K-E-Y M-O-U-S-E, being a counterarguement to Manwich's long held arguement that being a Free Marketeer is like being Mickey Mouse.
Spelling Mistake
A more widely held theory is that it was an oversight of Ian, possibly while drunk.
